David Holts is a Fishery Biologist who conducts research for NOAA Fisheries at the Southwest Fisheries Science Center in La Jolla. CA. Upon graduating from San Diego State University, Holts remained in the area where he launched a long career that combined his interests in both fish and fisheries.

With an extensive publication list, Holts brings nearly three decades of expertise in fisheries, their practices and their quarry to the TOPP program. As the leader of the shark working group, he draws upon his background in both fishery practices and in the ecology and behavior of Pacific highly migratory sharks.
